Resumo:
In contradiction to the principles established by the United Nations Charter, the United States held a unilateral intervention in Iraq, which undermined the legitimacy of the use of the force at the international level. This intervention was justified by the Bush Doctrine, published in the US National Security Strategy in 2002, which founds an expansion of their military operations to deal with the new global threats and propagate democratic values. Therefore, the purpose of this work is to understand the distinction between the experience of the politics and the experience of the war in order to identify the place of violence in contemporary international relations. This work is guided by the effort to bring the thought of the philosopher Hannah Arendt to the discussion on the Bush Doctrine. Although she did not write directly on the phenomenon of war, Arendt appears as a reference to think the consequences of violence in the way we act in the world in our time. The introduction of the concept of preemptive war - articulated in American foreign policy during the Bush Administration - redefines the legitimacy of the use of force in the international system and distorts the legal limits of the space of violence. Moreover, by turning violence into an instrument with uncontrolled use, it becomes banal, which allows a more violent world.
