The Brazilian Petroleum and Natural Gas industry, since its inception, until the market opening, with the end of the monopoly and the foundation of the National Agency of Petroleum, Natural Gas and Biofuel - ANP, in the middle of 90s years, has in his history a considerable share of the national economy as a propellant. In the last 10 years, due to great advances in the productive exploratory offshore Brazilian fields, especially in the state of Rio de Janeiro and now a days more recently in the Santos Basin pre-salt, the participation of the Brazilian Petroleum and Natural Gas industry has got further political and economic importance within the national scene. This industry is characterized by requiring high-tech requirements and great complexity. Part of the national suppliers don t have yet technological and industrial capabilities to provide to all demands of the national oil industry, doing the importation of goods and services still required to archive their needs. In order to expand the development of the Brazilian Oil and Natural Gas industry sector, the Brazilian federal government, through its regulatory agency, ANP, introduced guidelines, objectives and policies of minimum local content requirement, establishing goals to be reached and providing heavy penalties on oil companies that does not achieve them. This master s degree dissertation is intended to suggest the development of a national integrated website with full information about Local Content, where it also developed a national information system for data storage of certificates of Local Content. This website, where the system is installed, have the purpose to concentrate a lot of information about Local Content and provide information about this subject to several stakeholders, such as suppliers, local content certifiers, operating dealers in Brazil and foreign dealers, industry and trading federations, professional group associations, the ANP agency, the National Bank of Economic and Social Development - BNDES and also anyone who has interest in this subject. Another important contribution that can be made available with the creation of local content website as purpose, which is the categories identification of equipment and services for the industrial park has greater difficulty in achieving the Local Content goals set out in the concession agreements between dealers and ANP. The purpose of this system is to encourage government directions, business and professional associations in promoting the development of national supply chain Exploration and Production of Oil and Natural Gas industry, looking together, alternative of development and market expansion nationwide provider.
