Resumo:
This thesis aims to analyze the recent trend of public policy sports and leisure aimed at the poor population of the city of Rio de Janeiro. In this case, the study focuses its analysis in the formulation of project social sports Olympic Village Clara Nunes (VOCN) located in Acari, and seek to know the possibilities and challenges for implementation of this policy in ensuring the people s rights, especially the children s segment, one of the poorest neighborhoods in the city of Rio de Janeiro. The paper discusses how the sport was recognized as a public policy object for poor youth from the state. From this perspective, the sport was used as a strategy to divert young people from crime seduction. Legitimizing the ideology Salvationist sport while carrying a political project. These projects were formulated mainly from the teaching of sport to combat the problem of violence in Rio de Janeiro city. So, in this work we will analyze how the sport has become inclusion tool and an action strategy of the municipal of Rio City Hall as a public social policy. Also will reflect the situation of the equipment in the promotion of sport as a right of all in a preparation stage for the Olympics in 2016. The analysis of the material made it possible to realize that the equipment is presented as a real possibility of social inclusion for residents of one of the poorest areas of the city, however, there is still a long way to go.
