Resumo:
This is a research in the field of Internet and Democracy that dialogues with the studies that analyze Web contributions to the public sphere of contemporary democratic regimes (GOMES; MAIA, 2008; DAHLGREN, 2005; BOHMAN, 2004; CHADWICK, 2009). The intention was to analyze the discussion on Twitter about the Brazilian Civil Rights Framework for the Internet, in order to observe which were the major controversies, how plural was the debate and what kind of media (mainstream or complementary media) was present in the specified space. Based on qualitative and quantitative analysis of the object, 636 tweets, we found a prevalence of expert voices, as well as a large share of content produced by complementary media.
