This research approaches the production of urban space and the
constitution of gender. The goal is to understand how the regulatory regime on
women in the formation of modern cities renews, contemporary, through urban
policies for strategic planning, in a logic of governmentality business. The first
chapter presents an emblematic case in a historic building of prostitution in the
city of Niterói, where dozens of sex workers were expelled violently after
announced a major urban intervention in the area. Of the many sources used in the
reconstruction of this story, there is the testimony of one of the women expelled
from the building. The second chapter will make a recapture of discourses on
modern planning, showing how the medical-scientific studies about the danger
of prostitution culminated in control policies on women s sexuality, while the
conception of urban space as an abstract and neutral search emptying it of desire
and affection, attributes historically associated with the female body. Later, we
see how it is compared, currently, in the context in which cities become great
sources of profitability and compete through the internalization of business
management techniques in urban planning. The third chapter provides an
overview of the struggle of organized movement of prostitutes, their political
agenda and how the state has responded to this, showing the impasses of
achieving historical claims due to the management logic of urban space.
