Resumo:
The present study aims to examine the Brazilian Supplementary Health System introduced legally by the 1988 Constitution, the first one after the military dictatorship, that introduced health as people s right and an obligation of the state, but also introduced the regulatory policy of the private health care system, which already existed in Brazil for several years. This regulation represented the transfer of risks from the public to the private institutions, reducing the health burden of the state. So, this study aims to improving the discussion about supplementary health system through the research of academic productions about private health care system and their main issues. This study is divided in three parts: at first, an analysis of the Brazilian healthcare system particularly the private actions; secondly, the examination of the construction of private supplementary health system and its regulamentation and third, the analysis of the MSc and PhD production from Escola Nacional de Saúde Pública – ENSP; Universidade Federal do Rio de Janeiro – UFRJ, Universidade Estadual do Rio de Janeiro – UERJ, Universidade Federal Fluminense –UFF, and Pontifícia Universidade Católica do Rio de Janeiro - PUC-RIO as well as the articles published in the Portal da Pesquisa da Biblioteca Virtual de Saúde do Centro Latino-Americano e do Caribe de Informação em Ciências da Saúde and Scientific Electronic Library Online – SCIELO.
