This dissertation investigates some aspects of the decision-making process of
Brazilian security policy since the end of the military regime (1964-1985).
Discussed here are the changes in the role of the different actors involved in the
decision-making process in foreign policy issues related to international security
since the beginning of the Nova República (1985-present). For that we observe
elements that point to the connection between changes in the Brazilian position
towards international security regimes and the slow and gradual process of
institutional transformation. Specifically we look at changes in the Brazilian
position on regimes of arms control and nuclear non proliferation.
