When fears concerning the security of supply of gas to Europe remain, the
Russian Federation recognizes the sovereignty of South Ossetia and Abkhazia
and, in view of the Project of an anti-missile defense system in the Czech
Republic and in Poland, divergences become latent, most analysts evaluate EURussia
relations as going through a moment of stagnation. Trying to understand
this scenario, a number of elements based on an alleged inherent incompatibility
between these international political actors are presented. In this context, the fact
that the concept of strategic partnership is used to define the bilateral relationship
provides two options of assessment: or a strategic partnership relationship was not
achieved or the use of this concept is only rhetorical or lip service. The present
dissertation aims, based on a constructivist approach which incorporates the
linguistic turn, to provide a different assessment of the relations between Russia
and the European Union. According to an ontology based on the idea of
performativity, the possibility that the strategic partnership concept may be
understood as a speech act which constitutes the relations between these actors is
discussed. By analyzing the language uttered in speeches, statements and
documents, besides evaluating empiric elements, it is discussed what kind of
relationship the strategic partnership concept proposes to EU-Russia relations and
if the utterance of this concept influences concrete acts which allow progress in
the bilateral relations among these actors.
