The objective of this dissertation is to explore the different conceptions of
reading and citizenship behind public policy discourse in Mexico, particularly in
the National Reading Program for Primary Education (Programa Nacional de
Lectura para la Educación Básica, PNL) in the period between 2002 and 2012.
The methodology used for this research consisted of analysis of official
documents regarding public policy, and a theoretical-philosophical discussion of
the concepts of citizenship and reading. From a Marxist critique of the concept of
citizenship it was possible to understand that schools participate, through
compensatory programs like the PNL, in the formation of citizens who are aligned
towards the principles of a liberal democratic state, while opening loopholes for
human emancipation through the formation of critical and autonomous readers.
