Transport logistics, whose main purpose is to distribute material quickly and efficiently, is a fundamental link in the supply chain. In the case of the Brazilian Navy, which annually transports, on average, around 89,000,000.00 Brazilian Real in items, including uniforms, supplies, spare parts, supplies and hospital equipment, totaling approximately 3.500 tons, this purpose grows in importance when analysing the high values involved in operations. In this context, this research aims to analyse the ideal transport system for the Centro de Distribuição e Operações Aduaneiras da Marinha do Brasil (CDAM): the current one, through outsourcing of services, or the proposal, through vertical integration, adopting its own fleet of vehicles to carry out transport. For this analysis, a scoping review of the literature, interviews with experts, study of characteristics and costs using the Total Cost of Ownership Theory (TCO), fleet sizing and multi-criteria analysis using the Analytical Hierarchy Process (AHP) were carried out. It is concluded that the ideal system is to implement vertical integration, with the adoption of its fleet requiring a strategic, operational management change in transport in the Navy. This research also proposes the creation of a technological tool for automatic analysis of logistics costs with information in the strategic field, on which modality should be carried out in the transport activity, outsourcing or vertical integration through the adoption of its own fleet, according to the parameters studied.
