[pt] Como interpretar a crescente presença da marinha indiana no Indo-Pacífico, pautada em uma estratégia que a estabelece enquanto provedor de segurança líquida? Entendendo a segurança ontológica enquanto intimamente ligada com os aspectos práticos efetivos da política marítima indiana, esta pesquisa busca tratar sobre a relação entre as práticas indianas no Indo-Pacífico e sua segurança ontológica. Para tanto, a contribuição desta dissertação está na utilização de uma perspectiva de segurança ontológica ancorada no pensamento de Gilles Deleuze ao analisar três casos emblemáticos nas relações bilaterais indianas: Singapura, Sri Lanka e Emirados Árabes Unidos, escolhidos por seus diferentes níveis de proximidade e posicionamentos em pontos-chave para a estratégia marítima indiana, adicionando uma possibilidade para o estudo incipiente do impacto de práticas e da busca por segurança física na segurança ontológica. Nessa toada, a estratégia marítima é entendida como uma fonte não somente dos meios indicados para cumprir objetivos de segurança estatal, mas como uma expressão da narrativa autobiográfica indiana. Para tanto, serão analisados discursos, visitas portuárias e exercícios militares conjuntos sob uma perspectiva pós-estruturalista. Utiliza-se como recorte a iniciativa SAGAR (Security and Growth for All in the Region), de 12 de março de 2015 ao final de 2024.

[en] How can one interpret the increase in the Indian Navy s presence in the Indian Ocean, based on a strategy that establishes themselves as net security providers in the region? Understanding ontological security as deeply tied to effective practical aspects of Indian maritime policies, this research seeks to address the relation between Indian practices in the Indian Ocean and their ontological security. To fulfill such a task, the contribution of this dissertation is the usage of a perspective of ontological security anchored in deleuzian though in the analysis of three emblematic cases of Indian bilateral relations: Singapore, Sri Lanka and the United Arab Emirates, chosen for their different levels of proximity and positions in or near key chokepoints to Indian maritime strategy, adding a possibility to the blossoming study of the impact of practices and the search for physical security in ontological security. As such, strategy is understood as a source both of the means both desirable and available for the fulfillment of Indian security interests, but as an expression of Indian autobiographical narrative. For this reason, discursive practices, portuary visits and joint military exercises will be analysed through a post-structuralist lens. For the purposes of this research, the period of the SAGAR (Security and Growth for All in the Region), from March 12th 2015 to the end of 2024.
