[pt] Esta dissertação analisou a atuação dos Fundos de Mulheres a partir do referencial do Marco Feminista Transnacional Negro, com o objetivo de investigar em que medida essas iniciativas dialogam com as críticas ao paradigma hegemônico do desenvolvimento, apresentando alternativas baseadas em redes de solidariedade e interseccionalidade como ferramentas políticas. De partida, foi apresentado o debate clássico e contemporâneo sobre desenvolvimento, incluindo seus críticos, a fim de fundamentar bases teóricas. Na sequência, o feminismo transnacional é recurso analítico que articula as dimensões de gênero, raça, classe e poder, destacando as redes feministas e suas estratégias de ação e solidariedade globais. A partir de ambos os referenciais, a dissertação discutiu o campo do financiamento internacional, especialmente a emergência dos fundos feministas, considerando as tensões entre autonomia e burocracias da cooperação internacional e os meios pelos quais essas iniciativas promovem práticas de desenvolvimento autônomas e decoloniais. Ao conectar feminismo interseccional, solidariedade e financiamento alternativo, esta pesquisa contribuiu para o aprofundamento dos estudos críticos sobre desenvolvimento, ampliando as possibilidades de transformação e organização social a partir das lutas feministas transnacionais organizadas.

[en] This dissertation analyzed the work of Women s and Feminist Funds through the framework of the Black Transnational Feminist Framework, with the aim of investigating to what extent these initiatives engage with critiques of the hegemonic development paradigm, presenting alternatives based on networks of solidarity and intersectionality as political tools. It began by presenting the classical and contemporary debates on development, including their critics, in order to establish a theoretical foundation. Next, transnational feminism is employed as an analytical framework that articulates the dimensions of gender, race, class, and power, highlighting feminist networks and their strategies of global action and solidarity. Drawing on both frameworks, the dissertation discussed the field of international funding, particularly the emergence of feminist funds, considering the tensions between autonomy and the bureaucracies of international cooperation, as well as the ways in which these initiatives foster autonomous and decolonial development practices. By connecting intersectional feminism, solidarity, and alternative financing, this research contributed to advancing critical development studies, expanding the possibilities for social transformation and organization grounded in organized transnational feminist struggles.
