[pt] O Rio AI City é uma iniciativa em desenvolvimento que busca posicionar o Rio de Janeiro como polo global de inteligência artificial sustentável. Seu objetivo é integrar infraestrutura digital, transição energética, inovação, desenvolvimento urbano e cooperação internacional. Este policy brief avalia o projeto sob a lente da governança multissetorial e propõe recomendações para fortalecer sua implementação, reduzir riscos de exclusão e enfrentar condicionantes estruturais que moldam seu potencial de impacto. Adota-se aqui três eixos analíticos: paradiplomacia urbana, governança empreendedora e infraestrutura digital como infraestrutura crítica. A partir deles, examina-se oportunidades e limitações relacionadas ao posicionamento global da cidade, à coordenação público-privada, à sustentabilidade, ao território e à soberania tecnológica. É importante ressaltar que o Rio AI City ainda se encontra em fase de implementação, e que as informações e especificidades do projeto estão sendo divulgadas gradualmente pelos responsáveis pela iniciativa. Assim, este estudo se baseia nas fontes disponíveis até o momento, reconhecendo que os dados e diretrizes do projeto podem ser atualizados à medida que sua execução avance.

[en] Rio AI City is an ongoing initiative that seeks to position Rio de Janeiro as a global hub for sustainable artificial intelligence. Its objective is to integrate digital infrastructure, energy transition, innovation, urban development, and international cooperation. This policy brief evaluates the project through the lens of multisector governance and proposes recommendations to strengthen its implementation, reduce risks of exclusion, and address structural conditions that shape its potential impact. Three analytical axes are adopted: urban paradiplomacy, entrepreneurial governance, and digital infrastructure as critical infrastructure. Based on these frameworks, the brief examines opportunities and limitations related to the city’s global positioning, public–private coordination, sustainability, territorial dynamics, and technological sovereignty. It is important to note that Rio AI City is still in an early stage of implementation, and information about the project is being disclosed gradually by the institutions involved. Therefore, this analysis is based on the sources available to date, recognizing that project details and guidelines may evolve as the implementation progresses.
