[pt] Este policy brief propõe um modelo inovador de segurança cidadã para o bairro de Santa Cruz, no Rio de Janeiro, fundamentado no paradigma da segurança humana e no desenvolvimento territorial integrado. Argumenta-se que a violência urbana na região é um fenômeno estrutural, alimentado por desigualdades históricas, exclusão racial e territorial e pela fragilidade da presença estatal. Em contraste com abordagens estritamente coercitivas, o documento defende a articulação de políticas sociais, econômicas e culturais como estratégia eficaz de prevenção. Com base em diagnósticos locais e em experiências nacionais que integram ações de defesa ao desenvolvimento social - como as Operações Ágata em regiões de fronteira e o apoio logístico a programas de infraestrutura comunitária - o brief recomenda a implementação do Projeto Santa Cruz Cidadã: uma iniciativa-piloto que mobiliza a infraestrutura e a capacidade logística das Forças Armadas brasileiras - especialmente do 1o Batalhão de Engenharia de Combate - em parceria com o governo municipal e o UN-Habitat. O projeto se estrutura em cinco eixos: oportunidades e turismo sustentável; educação e tecnologia; cultura e esportes; engajamento e segurança cidadã; e sustentabilidade e monitoramento. Seu alinhamento com os Objetivos de Desenvolvimento Sustentável (ODS 8, 11 e 16) reforça seu potencial como política pública replicável, capaz de converter vulnerabilidade em oportunidade e construir segurança por meio do desenvolvimento humano e da confiança entre Estado e sociedade.

[en] This policy brief proposes an innovative model of citizen security for the Santa Cruz neighborhood in Rio de Janeiro, grounded in the human security paradigm and integrated territorial development. It argues that urban violence in the region is a structural phenomenon, fueled by historical inequalities, racial and territorial exclusion, and the fragility of state presence. In contrast to purely coercive approaches, the document advocates for the articulation of social, economic, and cultural policies as an effective prevention strategy. Based on local diagnostics and national experiences that integrate defense actions with social development - such as the Ágata Operations in border regions and logistical support for community infrastructure programs - the brief recommends the implementation of the Santa Cruz Cidadã Project: a pilot initiative that mobilizes the infrastructure and logistical capacity of the Brazilian Armed Forces - especially the 1st Combat Engineering Battalion - in partnership with the municipal government and UN-Habitat. The project is structured around five axes: opportunities and sustainable tourism; education and technology; culture and sports; engagement and citizen security; and sustainability and monitoring. Its alignment with the Sustainable Development Goals (SDGs 8, 11 and 16) reinforces its potential as a replicable public policy, capable of converting vulnerability into opportunity and building security through human development and trust between the State and society.
