[pt] Com base em uma periodização sobre a política de urbanização de favelas no Brasil,
abrangendo o período de 1960 à atualidade, este artigo propõe-se a analisar as interseções e incorporações da agenda ambiental nessa política, rastreando sua evolução ao longo da trajetória de ambas as agendas. Pretende-se observar as mudanças
do tratamento dos temas ambientais, atualizando-o para o contexto da premente
crise climática, que afeta desproporcionalmente as favelas. Observa-se uma crescente incorporação da agenda ambiental nas leis, programas e projetos, contudo,
sem superar visões e práticas conflitantes bem como práticas de urbanização que
ainda não alcançam satisfatória qualidade ambiental.
Resumo
[en] Drawing on a periodization of favela urbanization policies in Brazil, from the 1960s
to the present, this article aims to analyze the intersections and incorporations of
the environmental agenda within these policies, tracing its evolution alongside the
trajectories of both agendas. The study seeks to examine shifts in the treatment of
environmental issues, updating the discussion in light of the current climate crisis,
which disproportionately affects favelas. A growing incorporation of environmental
concerns can be observed in laws, programs, and projects; however, this has not yet
overcome conflicting views and practices, nor has it resulted in urbanization processes that consistently achieve satisfactory environmental quality.
