[pt] Deseja-se nesse artigo, analisar, por meio de fontes documentais, os aspectos que fundamentaram a urbanização da favela Vila do Vintém, escolhida como projeto piloto no governo Carlos Lacerda (1960-1965). Identificou-se que essa política se baseava na concepção das favelas como enclaves rurais inseridos no ambiente urbano, sendo a urbanização elemento crucial para uma suposta mudança de status em relação à cidade. Ademais, também foi possível compreender a iniciativa como uma tentativa de cooptação dos moradores por meio do controle das associações pró-melhoramentos, buscando disputar a hegemonia política com os comunistas, contando com isso, com o apoio da mídia empresarial da época.

[en] This article uses documentary sources to analyze the aspects underlying the urbanization of the Vila do Vintém favela, chosen as a pilot project during the Carlos Lacerda administration (1960-1965). It was found that this policy was based on the conception of favelas as rural enclaves within the urban environment, with urbanization being a crucial element for a supposed change in status relative to the city. Furthermore, it was also possible to understand the initiative as an attempt to co-opt residents through control of pro-improvement associations, seeking to compete for political hegemony with the communists and counting on the support of the corporate media of the time.
