[pt] Esta dissertação traz uma análise da participação da sociedade civil brasileira nas Conferências das Partes (COPs) da Convenção-Quadro das Nações Unidas sobre Mudança do Clima (UNFCCC), à luz das literaturas sobre governança global do clima, com ênfase nos sistemas deliberativos e nas ecologias deliberativas. Organizações não governamentais (ONGs) e movimentos sociais representam a segunda maior categoria de participantes nesses encontros, atrás apenas das delegações estatais. Essa presença, no entanto, não ocorre de forma homogênea, mas reflete a diversidade de interesses, valores, objetivos e estratégias das diferentes entidades que compõem a sociedade civil global. Diante do histórico de engajamento das ONGs brasileiras em eventos internacionais sobre meio ambiente e clima, este estudo traz um enfoque na participação da sociedade civil brasileira. O objetivo é identificar os distintos Brasis representados por meio dessas organizações no espaço das negociações climáticas internacionais, mapeando a diversidade dos atores e analisando de que forma o espaço das COPs é utilizado para construir e exercer essas representações. Para isso, adota-se uma abordagem mista, quantitativa e qualitativa, que inclui um mapeamento inédito da participação da sociedade civil brasileira em todas as edições das conferências, complementado por entrevistas com organizações brasileiras, explorando seus objetivos, interesses e as atividades desempenhadas nas COPs.

[en] This dissertation examines the participation of Brazilian civil society in the Conferences of the Parties (COPs) of the United Nations Framework Convention on Climate Change (UNFCCC), engaging with the literature on global climate governance, particularly deliberative systems and deliberative ecologies. Non governmental organizations (NGOs) and social movements represent the second largest category of participants in these meetings, surpassed only by state delegations. This presence, however, is not homogeneous; rather, it reflects the diversity of interests, values, objectives, and strategies of the various entities that make up global civil society. Given the historical engagement of Brazilian NGOs in international events on environment and climate, this study focuses on the participation of Brazilian civil society. The aim is to identify the different Brazils represented by these organizations in the space of international climate negotiations, mapping the diversity of actors and analyzing how the COPs are used to construct and exercise these representations. To this end, the research adopts a mixed-methods approach, combining quantitative and qualitative strategies: an unprecedented mapping of Brazilian civil society s participation in all editions of the COPs is complemented by interviews with Brazilian organizations, exploring their objectives, interests, and activities in this international arena.
