[pt] Tendo suas raízes no fenômeno da globalização, atualmente as cidades têm sido impactadas pela implementação de novas tecnologias com o propósito de facilitar, conectar e modernizar as atividades humanas de modo sustentável e consciente. O conceito de Smart City possui o potencial de tornar as cidades mais ecológicas e sustentáveis. Nesse sentido, serão demonstrados, através de um procedimento metodológico abrangente, as dimensões primárias e indicadores que foram implementados no município do Porto, em Portugal, como um método para compreender o potencial efeito que a ideia pode ter quando aplicada. A investigação da relevância que o conceito de Smart City assume, os processos necessários para sua criação e como a cidade do Porto tem desenvolvido esse processo nos últimos anos, são o objetivo desta pesquisa. Neste sentido, serão expostas as principais informações que englobam o cenário vigente do período de transição da cidade do Porto para se tornar uma Smart City. Para tanto, foi utilizado o acervo literário disponível e dados do tema, bem como a análise de quais ações a cidade tem implementado para atingir seus objetivos. A cidade do Porto foi comparada a outras cidades europeias a fim de entendê-la como Smart City no cenário europeu. Foram realizadas entrevistas com profissionais da área de mobilidade e transporte e aos usuários da cidade foi disponibilizado um questionário online elaborado para coletar respostas pertinentes ao tema.

[en] Having its roots in the globalization phenomenon, nowadays cities have been greatly impacted by the implementation of new technologies with the purpose of facilitating, connecting, and modernizing human activities in a sustainable and conscious way. In the context of urban planning, the idea of a Smart City is sometimes seen as an ideological component, while the term smarter relates to certain strategic objectives (Albino, Berardi and Dangelico, 2015; de Carvalho et al., 2021). The term Smart City refers to a type of city characterized by several different dimensions that work together to improve its overall performance. These various dimensions include, among others, elements such as public transport, technology, and waste management. The Smart City concept has the potential to make cities more ecological and sustainable (Marsal-Llacuna et al., 2015). In this sense, it will be demonstrated through a comprehensive methodological procedure the primary dimensions and indicators that are implemented in the municipality of Porto in Portugal, as a method to understand the potential effect that the idea can have when applied. The relevance that the concept of Smart City assumes, the processes necessary for its creation and how the city of Porto has developed this process in recent years, will be the focus of this master s dissertation project. This dissertation will expose the main information that encompasses the current scenario of the transition period of the city of Porto to become a Smart City. The objective of this dissertation is to carry out a comprehensive analysis of the process of implementing Smart City projects and initiatives in the city of Porto in order to assess the impact of these actions in the quality of life of users.
