[pt] O espaço urbano, quando construído, concilia demandas sociais e características locais, o que o torna sujeito a transformações de vieses econômico, político, ambiental e social. É um pressuposto que esse espaço esteja adaptado a todos, independentemente da deficiência e do grau de autonomia individual. Ao mesmo tempo, ele é produzido através de padrões urbanos que ultrapassam barreiras administrativas. Em virtude desse processo, no cenário urbano vigente, cerca de 15 por cento da população mundial, que se caracteriza com algum tipo de deficiência, lida diariamente com ambientes deficitários nos aspectos físicos e de solidariedade. Este trabalho propõe e aplica uma metodologia de percepção espacial que não depende, majoritariamente, de uma visão do espaço, ou seja, uma metodologia capaz de explorar os elementos urbanos de forma sensorial, permitindo às pessoas com deficiência a esperada autonomia no ambiente urbano. O método foi desenvolvido e estudado a partir de variáveis que podem ser consideradas em uma ou mais fases temporais do planejamento urbano; ele foi testado em quatro centros urbanos distintos – Berlim, Vancouver, Estrasburgo e Rio de Janeiro –, a partir da experiência participante da autora. Para complementar, realizaram-se pesquisas bibliográficas e comparações a partir dessas experiências. Essa metodologia testada foi direcionada à aplicação de pessoas com deficiência visual, total ou parcial.

[en] The second war left physical consequences both in the territory and in part of the population. At the end of the 1940s, the United Nations established the fundamental human rights. Among these, the right to freedom of movement and residence within the borders of each State. After the promulgated Declaration of Human Rights, a conflict came up in the availability of these rights, especially for people with disabilities. The new social demand generated over the next thirty years the need to solve physical barriers in space. However, at the beginning of the 1980s, society took a new step to guarantee this group s rights. From that moment on, people with disabilities started to have political rights. It is relevant to note that this group of people, even before the war, was socially marginalized. This unfolding of political rights caused a wave in the legal ordering of each signatory country. Changes occur in the legal ordering of urban planning, technical project execution, labor fields, always aiming to characterize the so-called universal accessibility. Society is constantly evolving, and two decades after, it could already found adapted architectural projects, and occasionally cases of adaptation of urban spaces. The Millennium s turn brought about new changes, this time in the attitude adopted towards this group of people. They come to be seen not as the result of a disease or accident, but as having a social characteristic resulting from the confrontation of natural limitation and the urban barrier. Recently (2016), in an UN-HABITAT III document, a new urban agenda proposed for 2030. It established the objectives for the promotion of sustainable development. Among these objectives is social integration and making cities inclusive, safe, resilient, and sustainable.
