[pt] A dissertação visa entender como os rifles AR-15 fantasmas, que surgiram como uma arma de escolha na América Latina, desafiam as práticas de controle de armas nos níveis internacional, regional e local. Ele é chamado de fantasma porque é montado com peças industriais não regulamentadas de um rifle e uma parte inferior de airsoft sem marcação, tornando-o não rastreável. Para rastrear um rifle sem marcações seriais, seu itinerário transnacional teve que ser reconstruído usando dados de apreensões de outros rifles AR-15 fantasmas e seus componentes, lançando luz sobre dinâmicas que, de outra forma, permaneceriam ocultas. Para atingir isso, a biografia do objeto é usada como uma estratégia analítica, com cada apreensão fornecendo uma oportunidade de juntar diferentes partes da narrativa do fictício rifle X, que desafia práticas de controle internacionais, regionais e locais antes de finalmente chegar ao seu destino no Rio de Janeiro. Nessas práticas de controle, cada arma é enquadrada como uma unidade com um ciclo de vida, caracterizado por estágios distintos e bem definidos que implicam oportunidades de intervenção para torná-las controláveis ao longo de sua jornada. No entanto, esse processo não é tão linear quanto é retratado. Esses rifles fantasmas desafiam essas oportunidades de intervenção, não apenas como resultado de erro humano, mas também devido ao seu design modular e à capacidade de substituição do receptor inferior — o único componente rastreável. Isso prejudica um dos princípios fundamentais da arquitetura de controle de armas: a rastreabilidade. Portanto, este trabalho reflete sobre como a materialidade das armas interage e remodela as práticas de controle de armas.

[en] The thesis aims to understand how ghost AR-15 rifles, which have emerged as a weapon of choice in Latin America, challenge gun control practices at the international, regional, and local levels. It is referred to as a ghost because it is assembled with unregulated industrial parts of a rifle and an unmarked airsoft lower, rendering it untraceable. To trace a rifle without serial markings, its transnational itinerary had to be reconstructed using data from seizures of other ghost AR-15 rifles and their components, shedding light on dynamics that would have otherwise remained hidden. To achieve this, the biography of the object is used as an analytical strategy, with each seizure providing an opportunity to piece together different parts of the narrative of the fictional rifle X that challenges international, regional, and local control practices before ultimately reaching its destination in Rio de Janeiro. In these control practices, each weapon is framed as a unit with a life cycle, characterized by distinct and well-defined stages that imply opportunities for intervention to make them controllable throughout their journey. However, this process is not as linear as it is portrayed. These ghost rifles challenge these intervention opportunities, not only because of human error but also due to their modular design and the replaceability of the lower receiver—the sole traceable component. This undermines one of the fundamental principles of gun control architecture: traceability. Therefore, this work reflects on how the materiality of weapons interacts with and reshapes gun control practices.
