[pt] O trabalho intitulado Do Humanitarismo à Securitização: A Transformação do Controle Migratório Europeu através da Frontex, analisa como a crise migratória no Mediterrâneo Central tem sido tratada por meio de uma crescente securitização promovida pela União Europeia, com destaque para o papel da Agência Europeia da Guarda de Fronteiras e Costeira (Frontex). O estudo parte da constatação de que, nas últimas décadas, o aumento de conflitos armados, perseguições políticas e crises econômicas em países africanos impulsionou fluxos migratórios forçados rumo à Europa, resultando em milhares de mortes nas travessias. Frente a esse cenário, a Frontex ampliou significativamente suas atribuições operacionais, orçamentárias e tecnológicas, adotando soluções avançadas de vigilância. O trabalho investiga criticamente como essa terceirização de funções estratégicas implica a transferência de responsabilidades estatais para outros atores, cujos interesses lucrativos podem conflitar com os princípios humanitários da política migratória. A pesquisa sustenta a hipótese de que a atuação da Frontex, ao favorecer contratos com o setor privado, consolida uma lógica securitária orientada pelo mercado, que intensifica a exclusão e a vulnerabilidade dos migrantes, ao mesmo tempo em que enfraquece o compromisso com a proteção internacional dos refugiados. Conclui-se que a transformação do controle migratório em um negócio lucrativo compromete a transparência, a responsabilidade pública e os fundamentos éticos do regime internacional de proteção aos direitos humanos.

[en] The work titled From Humanitarianism to Securitization: The Transformation of European Migration Control through Frontex analyzes how the migration crisis in the Central Mediterranean has been addressed through increasing securitization promoted by the European Union, highlighting the role of the European Border and Coast Guard Agency (Frontex). The study stems from the observation that, in recent decades, the rise of armed conflicts, political persecution, and economic crises in African countries has driven forced migration flows toward Europe, resulting in thousands of deaths during crossings. Faced with this scenario, Frontex has significantly expanded its operational, budgetary, and technological responsibilities, adopting advanced surveillance solutions. The work critically investigates how this outsourcing of strategic functions implies the transfer of state responsibilities to other actors, whose profit-driven interests may conflict with the humanitarian principles of migration policy. The research supports the hypothesis that Frontex s operations, by favoring contracts with the private sector, consolidate a market-oriented security logic that intensifies the exclusion and vulnerability of migrants, while simultaneously weakening the commitment to international refugee protection. It concludes that the transformation of migration control into a profitable business compromises transparency, public accountability, and the ethical foundations of the international human rights protection regime.
