[pt] O Brasil dispõe de um mecanismo constitucional singular de orçamento para o Sistema Público de Emprego Trabalho e Renda (SPETR). O artigo 239 da Constituição Federal atual dispôs, em sua versão originalmente promulgada, que a arrecadação decorrente das contribuições para o Programa de Integração Social e para o Programa de Formação do Patrimônio do Servidor passariam, a partir da data de promulgação da Constituição, a financiar o programa do seguro-desemprego e o abono salarial, além da destinação de pelo menos quarenta por cento para o financiamento de programas de desenvolvimento econômico, através do Banco Nacional de Desenvolvimento Econômico e Social (BNDES). Visando compreender o fenômeno analisado, a presente pesquisa buscou identificar os principais elementos que emergiram das narrativas sobre a criação do Orçamento do Sistema Público de Emprego, Trabalho e Renda (SPETR) no Brasil, a partir da perspectiva de ex-executivos do BNDES que vivenciaram a sua criação. O desenho de pesquisa utilizado foi Estudo de Caso Histórico conforme metodologia proposta por Buchnea (2023). O corpus de pesquisa compreendeu transcrições decorrentes de entrevistas realizadas pelo autor do presente trabalho, além de fontes orais e documentais selecionadas. Os dados foram coletados sob a abordagem teórico metodológica da história oral e foram analisados pelo método de análise de narrativa temática de Riessman (2008). Os elementos identificados foram mapeados em 7 eixos temáticos presentes nas fontes orais e documentais analisadas: (1) Ambiente político e social; (2) Engajamento intelectual; (3) Mapeamento de interesses; (4) Engajamento político; (5) Formulação da proposta; (6) Contranarrativas e resistências e (7) Promulgação da Constituição Federal de 1988. A análise integrada dos elementos permitiu a construção do fenômeno analisado sob uma dimensão sistêmica e negocial. Ficou evidente que o engajamento intelectual da Comissão de Reforma Tributária e Descentralização Administrativa, aliado à articulação política, foi decisivo para a formulação da proposta técnica que viabilizou o mecanismo constitucional.

[en] Brazil has a unique constitutional mechanism for the budget of the Public System of Employment, Labor, and Income (SPETR). Article 239 of the current Federal Constitution stated, in its originally enacted version, that the revenue derived from contributions to the Social Integration Program and the Server s Asset Formation Program would, from the date of promulgation of the Constitution, finance the unemployment insurance program and the salary bonus, in addition to allocating at least forty percent for the financing of economic development programs through the National Bank for Economic and Social Development (BNDES). Aiming to understand the phenomenon under analysis, this research sought to identify the main elements that emerged from the narratives about the creation of the SPETR budget in Brazil, from the perspective of former BNDES executives who experienced these creations. The research design used was a Historical Case Study according to the methodology proposed by Buchnea (2023). The research corpus consisted of transcriptions from interviews conducted by the author of this work, as well as selected oral and documentary sources. The data were collected under the theoretical-methodological approach of oral history and analyzed using Riessman s (2008) thematic narrative analysis method. The elements identified were mapped into 7 thematic axes present in the oral and documentary sources analyzed: (1) Political and social environment; (2) Intellectual engagement; (3) Mapping of interests; (4) Political engagement; (5) Proposal formulation; (6) Counter-narratives and resistance; and (7) Promulgation of the Federal Constitution of 1988. The integrated analysis of the elements allowed the construction of the phenomenon analyzed from a systemic and negotiation-based perspective. It became evident that the intellectual engagement of the Tax Reform and Administrative Decentralization Commission, combined with political articulation, was decisive for the formulation of the technical proposal that enabled the constitutional mechanism.
