[pt] O mecanismo de accountability é uma das maneiras de controle moderno da administração pública, a fim de que ela seja eficiente e corresponda aos anseios da sociedade. Subdividida nas modalidades vertical e horizontal, a primeira corresponde à participação da sociedade na Administração Pública, atuação social que tem se intensificado à medida que o serviço não é prestado a contento. E, a forma horizontal se dá por meio da atuação das instituições de controle, tanto as tradicionalmente legitimadas quanto as que exercem o controle de forma prática. Dentre as instituições que atuam como agente de accountability, verificou-se que a atuação prática extrajudicial da Defensoria Pública do Estado do Rio de Janeiro contribui para a melhoria do SUS por meio do controle e monitoramento da política pública. Esses controle e monitoramento não estão voltados à punição do gestor público, mas ao alcance das metas e do serviço público de qualidade, por intermédio da accountability democrática. O alcance decorre da atuação coletiva da instituição, que ainda é recente, mas tem apresentado resultados positivos ao SUS, promovendo benefícios não somente àqueles que recorrem à instituição, mas a toda sociedade. Essa melhoria na prestação do serviço público tem relação com a qualidade democrática do país e com a legitimidade dos gestores públicos. Portanto, a pesquisa verificou que a atuação da instituição cumpre, em sua observância máxima, o que determina a Constituição, ser expressão e instrumento do regime democrático.

[en] Accountability is one of the modern ways of controlling public administrationso that it is efficient and meets society s expectations. Subdivided into vertical andhorizontal modalities, the first corresponds to society s participation in publicadministration, a social action that has intensified as the service is not provided tosatisfaction. And the horizontal form takes place through the actions of controlinstitutions, both those traditionally legitimized and those that exercise control in apractical way. Among the institutions that act as agents of accountability, it wasfound that the practical extrajudicial work of the Public Defender s Office of theState of Rio de Janeiro contributes to the improvement of the SUS through thecontrol and monitoring of public policy. This control and monitoring is not aimedat punishing the public manager, but at achieving goals and a quality public service,through democratic accountability. Achievement stems from the institution scollective action, which is still recent, but has shown positive results for the SUS,promoting benefits not only for those who use the institution, but for society as awhole. This improvement in the provision of public services is related to thedemocratic quality of the country and the legitimacy of public managers. Therefore,the research found that the institution s work fulfills, to the fullest extent, what theConstitution states, that it is an expression and instrument of the democratic regime.
