[pt] Essa investigação tem como objetivo analisar a participação política das mulheres no Estado do Rio de Janeiro, por meio de um estudo de caso focado nos mandatos das lideranças femininas do Conselho Estadual dos Direitos da Mulher (CEDIM/RJ), durante um marco temporal de 20 anos, de 2002 até 2022. Sendo analisadas as ações desenvolvidas pelas lideranças dentro do Conselho CEDIM/RJ, que de fato contribuíram ou não para promover à população feminina o pleno exercício da sua cidadania (o objetivo da instituição, segundo seu regimento). E a relação entre sociedade civil, poder executivo e legislativo no que tange à participação feminina e inclusão de pautas que representem as mulheres do Estado do Rio de Janeiro. O Conselho pesquisado, CEDIM/RJ, tem uma grande importância, tal como a atuação política de suas lideranças, por ser constituído por conselheiras representantes da sociedade civil e também do Governo do Estado. Os desafios na vida pessoal e profissional dessas mulheres enquanto líderes são relevantes desse estudo a fim de compreender quais desafios lideranças femininas enfrentam na vida política como um todo. Além disso, o marco temporal de 20 anos foi palco para perceber como os debates em torno da cidadania feminina e ampliação da democracia no Estado passou por mudanças. Nos primeiros mandatos do Conselho Estadual dos Direitos da Mulher (CEDIM/RJ), o foco foi a segurança da mulher e combate à violência doméstica. Posteriormente, a parte cultural cresceu muito sempre voltados para inclusão da mulher em diversos espaços. Em seguida, saúde, reflexões sobre direito ao aborto legal foram incluídas como importantes pautas. Nos documentos atuais, o CEDIM/RJ acrescentou a preocupação com a cidadania para mulheres pretas e direitos para a população lgbtqiapn+.

[en] This investigation aims to analyze the political participation of women in the State of Rio de Janeiro, through a case study focused on the mandates of female leaders of the State Council for Women s Rights (CEDIM/RJ), during a time frame of 20 years, from 2002 to 2022. Analyzing the actions developed by the leaders within the CEDIM/RJ Council, which in fact contributed or not to promoting the female population to fully exercise their citizenship (the objective of the institution, according to its regulations). And the relationship between civil society, executive and legislative powers with regard to female participation and inclusion of agendas that represent women in the State of Rio de Janeiro. The Council researched, CEDIM/RJ, is of great importance, as is the political activity of its leaders, as it is made up of counselors representing civil society and also the State Government. The challenges in the personal and professional lives of these women as leaders are relevant to this study in order to understand what challenges female leaders face in political life as a whole. Furthermore, the 20-year time frame was the stage to understand how the debates surrounding female citizenship and the expansion of democracy in the State underwent changes. In the first mandates of the State Council for Women s Rights (CEDIM/RJ), the focus was on women s safety and combating domestic violence. Subsequently, the cultural aspect grew a lot, always focused on the inclusion of women in different spaces. Next, health and reflections on the right to legal abortion were included as important topics. In current documents, CEDIM/RJ added concern about citizenship for black women and rights for the lgbtqiapn+ population.
