[pt] Na última década, desde a adoção da Política Externa Feminista pela Suécia em 2014, o grupo de Estados que buscam articular visões de gênero e promover os direitos das mulheres e meninas tem crescido constantemente. Embora o feminismo e a igualdade de gênero estejam vivenciando um renascimento discursivo nas políticas internacionais, o significado de seus termos continua indefinido, com diferentes atores políticos se utilizando de termos semelhantes mas com entendimentos bastante divergentes. Nas Políticas Externas Feministas (PEF), a influência de concepções do Norte Global e da agenda liberal, levantam questionamentos sobre a possível cooptação dos feminismos sem uma transformação das estruturas de poder. Com base na premissa de que políticas e identidades são co-constituídas por práticas discursivas, esta dissertação analisa, os textos de apresentação das políticas externas feministas da Suécia e do Chile, e como essas políticas articulam vocabulários feministas. Através do método What s the problem represented to be (WPR), de Carol Bacchi, investigo quais são os problemas representados nessas PEFs e como suas soluções articulam vocabulário de igualdade de gênero e feminismo. Explorando casos do Norte e Sul Global, esse trabalho busca responder a pergunta Quais são as dinâmicas do encontro entre política externa e as noções de feminismo e igualdade de gênero?, avaliando como os feminismos têm sido utilizados em nome de interesses políticos, e identificando as janelas de oportunidade de transformação social.

[en] In the last decade, since the adoption of Feminist Foreign Policy by Sweden in 2014, the group of States seeking to articulate gender perspectives and promote the rights of women and girls has been steadily growing. Although feminism and gender equality are experiencing a discursive revival in international policies, the meaning of these terms remains undefined, with different political actors using similar terms but with quite divergent understandings. In Feminist Foreign Policies (FFPs), the influence of Northern Global conceptions and the liberal agenda raises questions about the possible cooptation of feminisms without a transformation of power structures. Based on the premise that policies and identities are co constructed through discursive practices, this work analyzes the texts presenting the feminist foreign policies of Sweden and Chile and how these policies articulate feminist vocabularies. Using the method What s the problem represented to be (WPR) by Carol Bacchi, I investigate what problems are represented in these FFPs and how their solutions articulate gender equality and feminism vocabulary. Exploring cases from both the Global North and South, this work aims to answer the question, What are the dynamics of the encounter between foreign policy and the notions of feminism and gender equality?, evaluating how feminisms have been used in the name of political interests and identifying the windows of opportunity for social transformation.
