[pt] A política social é resultado de reivindicações da classe trabalhadora, mas quem, de fato a define? Suas características tendem a ser moldadas pelas condições histórico-sociais de cada período e território, expressando as contradições entre capital e trabalho. No Brasil a questão social esteve profundamente atravessada pelo racismo, o que incidiu sobre a configuração da política social desde seu início. Este artigo tem como objetivo analisar a origem da política social brasileira, destacando a influência de concepções médico-sociais e jurídicas de matriz eugenista na formulação da legislação social e na implementação de serviços, benefícios e instituições voltadas aos trabalhadores e suas famílias. Para isso, examina a criação das Caixas de Aposentadoria e Pensões (CAPS, 1923-1926) e dos Institutos de Aposentadoria e Pensões (IAPS, a partir de 1933), além de duas instituições por eles financiadas: a Legião Brasileira de Assistência (LBA, 1942-1995) e o Serviço de Alimentação da Previdência Social (SAPS, 1940-1967), observando a atuação de mulheres como visitadoras, enfermeiras, nutricionistas e assist

[en] Social policy is the result of the demands of the working class, but who, in fact,defines it? Its characteristics tend to be shaped by the historical and social conditions of each period and territory, reflecting the contradictions between capital andlabor. In Brazil, the social issue has been profoundly influenced by racism, whichhas shaped the configuration of social policy since its inception. This article aims toanalyze the origins of Brazilian social policy, highlighting the influence of medico-social and legal conceptions of eugenic origin in the formulation of social legislationand the implementation of services, benefits, and institutions aimed at workers andtheir families. To this end, it examines the creation of the Caixas de Aposentadoria e Pensões (CAPS, 1923-1926) and the Institutos de Aposentadoria e Pensões (IAPS, from 1933), as well as two institutions financed by them: the Legião Brasileira de Assistência (LBA, 1942-1995) and the Serviço de Alimentação da Previdência Social (SAPS, 1940-1967), observing the roles of visitors, nurses, nutritionists, and social workers. The analysis is based on bibliographic and documentary research.
