[pt] Esta pesquisa aborda o sistema do patriarcado como fator possível de incidência no aumento das desigualdades entre as mulheres e no número de feminicídios no Estado do Rio de Janeiro durante a pandemia de Covid-19. O objetivo é perceber as motivações e os impactos ocasionados às mulheres cariocas vítimas de violência, sobretudo quanto à mais drástica de todas as suas formas, que é o feminicídio, durante o período pandêmico, como maior violador de direitos humanos. Os principais referenciais teóricos adotados são de Gerda Lerner, Heleieth Saffioti, Silvia Federici, Diana Russel e Carole Pateman. Assim, primeiro, investiga-se o poder do patriarcado sobre o corpo da mulher, os direitos limitados e violados em cada período da história brasileira, bem como os avanços ocasionados pelos movimentos de luta feminista. Na sequência, analisa-se o feminicídio no tocante à legislação brasileira, bem como o tratamento das vítimas pelas DEAMs durante a Covid-19. Posteriormente, observam-se os dois casos emblemáticos sobre condenações no Brasil em âmbito internacional, o Maria da Penha e o Márcia Barbosa. Ao final, conclui-se por meio da análise de um panorama sobre os direitos humanos e o impacto da Covid-19 no feminicídio carioca, pelo viés do controle de convencionalidade de normas, sobretudo da Convenção sobre a Eliminação de Todas as Formas de Discriminação contra a Mulher (CEDAW) e a Convenção Interamericana para Prevenir, Punir e Erradicar a Violência contra a Mulher (Convenção de Belém do Pará), além da análise dos processos de feminicídio no Rio de Janeiro a partir de 2015 e das políticas públicas como instrumentos de prevenção e combate, o avesso dos direitos humanos.

[en] This research addresses the patriarchy system as a possible factor in increasing inequalities among women and the number of femicides in the State of Rio de Janeiro during the Covid-19 pandemic. The objective is to understand the motivations and impacts caused to Rio de Janeiro women who are victims of violence, especially regarding the most drastic of all forms of violence, which is feminicide during the pandemic period as the biggest violator of human rights. The main theoretical references adopted are those of Gerda Lerner, Heleieth Saffioti, Silvia Federici, Diana Russel and Carole Pateman. Thus, first, we investigate the power of patriarchy over women s bodies, the limited and violated rights in each period of Brazilian history, as well as the advances brought about by feminist struggle movements. Next, we analyze feminicide in relation to Brazilian legislation, as well as the treatment of victims by DEAMs during Covid-19. Subsequently, we observe the two emblematic cases regarding convictions in Brazil at an international level, the Maria da Penha case and the Márcia Barbosa case. In the end, it is concluded through the analysis of an overview of human rights and the impact of Covid 19 on feminicide in Rio, through the bias of control of conventionality of norms, especially the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Inter-American Convention to Prevent, Punish and Eradicate Violence against Women (Convention of Belém do Pará), in addition to the analysis of feminicide processes in Rio de Janeiro since 2015 and public policies as instruments of prevention and combat, the opposite of human rights.
