Resumo
[pt] Estudo sobre a proteção social para as pessoas atingidas pelo desastre socioambiental da Samarco/Vale/BHP Billiton no rio Doce, com o objetivo de analisar como
se configura normativamente a proteção social para as comunidades atingidas e
como ela se insere nos marcos do capitalismo brasileiro. Relacionaram-se, nessa
análise, a estrutura de proteção social criada para as pessoas atingidas e os marcos
teóricos neoliberais que servem de fundação para a atual política social brasileira.
Concluiu-se que as marcas do sistema nacional protetivo (focalização, privatização e
descentralização), combinadas ao controle das empresas poluidoras sob o processo
de (suposta) reparação, exacerbaram, no caso analisado, as deficiências do modelo.
Resumo
[en] Study on social protection for people affected by the Samarco/Vale/BHP Billiton
disaster on the Doce River, with the objective of analyzing how social protection
for the affected communities is normatively configured (in its scope) and how it
fits into the framework of Brazilian capitalism. In this analysis, the social protection
structure created for the affected people and the neoliberal theoretical frameworks
that serve as the foundation for the current Brazilian social policy were related. It
was concluded for now that the marks of the national protective system (targeting,
privatization and decentralization), combined with the control of polluting companies under the process of supposed restoration, exacerbated in the case analyzed
the general deficiencies of the model.
