[pt] Este artigo tem como objetivo apresentar um breve panorama da governança e da gestão socioambiental no Brasil nos últimos cinquenta anos. Por sua dimensão e recursos, o Brasil é um player internacional na questão ambiental, que ocupa hoje, com os indícios crescentes de mudanças climáticas, o centro das atenções internacionais. Gestão e governança socioambiental no Brasil têm uma história não muito longa. Embora com raízes no Brasil Colônia e no Império, o quadro institucional de regulação das questões socioambientais data da República, e mais precisamente do século XX, quando da criação da Secretaria Especial de Meio Ambiente, em 1973. Assumiu feições ainda mais ativa após a realização da Conferência das Nações Unidas sobre Desenvolvimento e Meio Ambiente (Rio-92). Desde então, o País tem tomado várias decisões de fortalecimento de seu arcabouço institucional para a governança e a gestão ambiental, com sucesso memorável no controle do desmatamento na Amazônia e nos mecanismos de participação social, nos dois primeiros mandatos do governo Lula (2003-2010), mas fracassou em reduzir os conflitos e criar uma consciência ambiental mais robusta na sociedade. O Governo Bolsonaro (2019-2022) tratou de desmontar esse arcabouço com os mais diversos artifícios, obtendo resultados diferenciados, por meio de corte orçamentário, extinção de órgãos, redução de pessoal e estímulo às práticas ilícitas. Com o novo mandato de Lula, o desafio é o de remontar esse arcabouço e ir além, pois a situação ambiental piorou, do ponto de vista global.

[en] This article aims to present a brief overview of governance and socio-environmental management in Brazil over the past fifty years. Due to its size and resources, Brazil is an international player in environmental issues, which today, with the growing signs of climate change, is at the center of international attention. Socio-environmental management and governance in Brazil have a relatively short history. Although with roots in colonial Brazil and the Empire, the institutional framework for regulating socio-environmental issues dates back to the Republic, more precisely the twentieth century, with the creation of the Special Secretariat for the Environment in 1973. It became even more active after the United Nations Conference on Environment and Development (Rio-92). Since then, the country has made several decisions to strengthen its institutional framework for environmental governance and management, with notable success in controlling deforestation in the Amazon and in mechanisms of social participation during the first two terms of the Lula government (2003-2010), but it failed to reduce conflicts and create a stronger environmental awareness in society. The Bolsonaro government set out to dismantle this framework through various means, achieving mixed results through budget cuts, the extinction of agencies, staff reductions, and encouragement of illicit practices. With Lula s new term, the challenge is to rebuild this framework and go further, as the environmental situation has worsened from a global perspective.
