[pt] Este artigo trata da oportunidade que o Brasil desperdiçou por não ter compreendido que as mobilizações de 2013 apresentavam o modelo de ação social do século XXI. A reação acadêmica e política majoritária fincou pé na defesa do padrão do século XX, que se apoiava em convocações por organizações de massas altamente centralizadas, pautas unificadas, interlocução com o campo institucional (governos e parlamentos). Por não termos compreendido a inovação (pautas plurais e fragmentadas, mobilizações provisórias, ausência de comando central, motivação emocional), não conseguimos superar a crise da representação política nacional que revela debilidades agudas desde os anos 1980.

[en] This article analyzes the opportunities that Brazil wasted because it did not understand that the 2013 mobilizations presented the model of social action for the 21st century. The majority academic and political reaction was based on the 20th century pattern, which had as a reference the calls by highly centralized mass organizations, agendas unified, dialogue with the institutional field (governments and parliaments). Because we did not understand the innovation (plural and fragmented agendas, provisional mobilizations, absence of central command, motivation emotional), we have not been able to overcome the crisis of national political representation that reveals weaknesses since the 1980s.
