[pt] O presente artigo analisa a relação entre políticas sociais, desigualdades sociais e
restrição de direitos nos processos democráticos tanto no Brasil quanto em Portugal
no contexto da pandemia da Covid-19. Tem o objetivo de identificar as estratégias
de ambos os governos no enfrentamento da crise sanitária visando a proteção social
dos cidadãos. Realizou-se um estudo baseado no materialismo histórico e dialético,
tendo como metodologia a pesquisa documental e secundária. Conclui-se que o
contexto do conservadorismo político-ideológico associado ao ultraneoliberalismo,
para além das questões econômicas, ideológicas, sociais e políticas, interfere decisivamente
na resposta à Covid-19 e no enfrentamento da desigualdade social.
Resumo
[en] This article analyzes the relationship between social policies, social inequalities, and
restriction of rights and democratic processes in both Brazil and Portugal in the context
of the Covid-19 pandemic. It aims to identify the strategies of both governments
in facing the health crisis, aiming at the social protection of citizens. This study was
carried out based on historical and dialectical materialism, using documentary and
secondary research as a methodology. It is concluded that in the context of political-
ideological conservatism associated with ultraneolib-eralism, in addition to economic,
ideological, social, and political issues, they decisively inter-fere in the response
to Covid-19 and the face of social inequality.
