[pt] Nesta dissertação, analiso os atravessamentos da ordem neoliberal à cidadania e à educação superior, utilizando como estudo de caso o manifesto Uma Ponte para o Futuro, o qual se materializa em políticas públicas como a EC 95/2016 – Teto dos Gastos Públicos. Num sentido macro, a nova ordem do mercado se encontra dispersa no sistema internacional através da globalização econômica, onde as orientações das Organizações Internacionais, como UNESCO, BM e OECD, reproduzem e legitimam suas premissas. Ao chegar no local, por sua vez, a ordem de mercado se transforma, criando um neoliberalismo desde baixo e uma cidadania cada vez mais dilacerada, sublimando-se através da aniquilação do social e desestabilização do acesso a direitos. Dessa forma, esta dissertação se debruça sobre a deterioração, pelo neoliberalismo, dos espaços e territórios do social e do político. Busco refletir: de que forma os discursos presentes no manifesto Uma Ponte para o Futuro afetam e atravessam a cidadania, a educação superior e a universidade? Para tal, utilizo a análise crítica de discurso de Flairclough, que permite uma análise linguística e semiótica dos processos do social e suas práticas interconectadas com a ordem neoliberal globalizada. Investigo, para além de um documento, um cenário político – uma rede de discursos que simboliza um período de aprofundamento de políticas neoliberais – marcado pela perda e/ou diminuição do acesso a direitos coletivos, como a cidadania e a educação superior.

[en] In this thesis, I will analyze the intersections of the neoliberal order with citizenship and higher education, using as a case study the manifesto A Bridge to the Future, which materializes in public policies such as Constitutional Amendment 95/2016 – the Public Spending Cap. In a macro sense, the new market order is dispersed in the international system through economic globalization, where the guidelines of International Organizations such as UNESCO, World Bank, and OECD reproduce and legitimize their premises. On the local level, the market order transforms, creating a bottom-up neoliberalism and increasingly fractured citizenship – sublimating through the annihilation of the social and destabilization of access to rights. Thus, this thesis focuses on the deterioration of neoliberalism in the spaces and territories of the social and the political, seeking to reflect on: How the discourses present in the manifesto A Bridge to the Future affect and intersect with citizenship, higher education, and the university? For this purpose, I use the critical discourse analysis of Fairclough, which allows a linguistic and semiotic analysis of social processes and their interconnected practices with the globalized neoliberal order; I investigate, beyond a document, a political scenario – a network of discourses that symbolizes a period of deepening neoliberal policies marked by the loss and/or reduction of access to collective rights such as citizenship and higher education.
