[pt] Este artigo, de fundamentação marxista, analisa a política de regularização fundiária urbana de interesse social no Estado do Pará de 2009 a 2018. Adotou-se, como procedimento metodológico: entrevistas a 15 técnicos/as (assistentes sociais, engenheiros, arquitetos/urbanistas, técnicos administrativos, gerentes e consultores) das instituições: Companhia de Habitação do Estado do Pará, Projeto Moradia Cidadã, Defensoria Pública do Estado do Pará e Instituto de Desenvolvimento Urbano de Canaã dos Carajás. Conclui-se que apesar dos limites e dificuldades à regularização fundiária no Estado (legislação mais adequada à realidade da particularidade amazônica e ausência de corpo técnico qualificado), tem havido importantes esforços nas estratégias e ações desenvolvidas pelos/as técnicos/as a exemplo do incentivo à participação social dos moradores, o que potencializa o acesso à moradia, à democratização da terra urbanizada e o direito à cidade.

[en] This article, with a Marxist foundation, analyzes the urban land regularization policy of social interest in the Pará State from 2009 to 2018. The methodological procedure adopted was: interviews with 15 technicians (social workers, engineers, architects/urban planners, administrative technicians, managers and consultants) of the following institutions: Housing Company of the Pará State, Citizen Housing Project, Public Defender of the Pará State and Institute of Urban Development of Canaã de Carajás; bibliographical and documental survey involving actions in the Company for the Development and Administration of the Metropolitan Area of Belém. It is concluded that, despite the limits and difficulties to land regularization in the State (a more adequate legislation to the particularity of the Amazon and the absence of qualified technical staff), there have been important efforts in the strategies and actions developed by technicians, such as encouraging participation of the residents, which enhances access to housing, the democratization of urbanized land and the right to the city.
