[pt] Este trabalho dedica-se à análise do Programa Nacional de Direitos Humanos – 3 (PNDH-3), principal normativa das políticas públicas em direitos humanos no Brasil, e os possíveis impactos da revisão do documento pelo governo Bolsonaro, conforme anunciado por meio da Portaria N 457. Neste estudo buscamos demonstrar que, apesar de instrumentos normativos legítimos, a política de direitos humanos brasileira
não se firmou enquanto política de Estado.
Resumo
[en] This paper is dedicated to the analysis of the National Human Rights Program - 3 (PNDH-3), the main normative instrument of public policies on human rights in Brazil, and the possible impacts of the revision of the document by the Bolsonaro government, as announced through Ordinance No. 457. In this study we seek to demonstrate that, despite legitimate normative instruments, Brazilian human rights policy has not established itself as a State policy.
