[pt] O objetivo deste trabalho é contribuir para a análise da dinâmica da participação nas políticas públicas de saúde através da abordagem histórica e comparativa entre o conselho municipal e os conselhos distritais de saúde do Rio de Janeiro. Para tanto, se observam os principais atores e a mobilização de instrumentos legais que permitiram a progressiva adoção de eleições e seu impacto na institucionalização dos respectivos espaços. A hipótese que orienta o artigo é de que a disputa pela adoção de eleições internas regulares é marcada pela influência dos poderes Legislativo e Executivo sobre seu processo decisório interno. Nesse sentido, pode-se concluir que é relevante observar o processo político no interior dos conselhos sem desconsiderar o contexto político amplo que conecta a cidade ao estado, bem como a influência de eventuais alianças com a política nacional.
Resumo
[en] The objective of this work is to contribute to the analysis of the dynamics of participation in public health policies through a historical and comparative approach between the city council and the district health councils of Rio de Janeiro. In order to do so, we can observe the main actors and their mobilization of legal instruments that allowed the progressive adoption of elections and their impact on the institutionalization of their respective spaces. The hypothesis that guides the article is that the dispute for the adoption of regular internal elections is marked by the influence of the Legislative and Executive powers on its internal decision-making process. In this sense, it can be concluded that it is relevant to observe the political process within the councils without disregarding the broad political context that connects the city to the State, as well as the influence of any alliances with the national politics.
