[pt] O objetivo deste trabalho é, a partir de uma breve revisão da literatura sobre movimentos sociais e da apresentação do caso específico do movimento pela saúde pública no Brasil, mostrar que, sem uma reivindicação comum, organizada coletivamente pelos diferentes movimentos atuantes no cenário político brasileiro, a possibilidade de conquistas substanciais capazes de beneficiar diversos grupos de forma mais igualitária é enfraquecida. Após uma breve introdução sobre os dilemas da representação, será feita uma discussão sobre como autores que lidam com o tema dos movimentos sociais apresentam o debate sobre a organização das demandas. Em seguida, trata-se do caso do movimento sanitário no Brasil. Ao final, são tecidas algumas considerações sobre o papel que os movimentos sociais desempenham nas possibilidades de mudança do cenário político nacional.

[en] The objective of this work is, after a brief review of the literature on social movements and the presentation of the specific case of the public health movement in Brazil, to show that without a common claim, organized collectively by different movements in the Brazilian political scene, the possibility of substantial achievements capable of benefiting various groups in a more egalitarian way is weakened. After a brief introduction about the dilemmas of representation, I present a discussion about how authors dealing with social movements present debates about organizing demands. Next, I present the case of the health movement in Brazil. In the end, some considerations are made about how social movements figure into the possibilities of changing the national political scene.
