Resumo
[pt] O artigo analisa as instituições participativas no Brasil a partir das lentes renovadas da teoria contemporânea da representação política. Baseado em três dimensões analíticas da representação política, a saber, quem representa, o que é representado e como o representante se relaciona com o representado, o trabalho propõe um duplo movimento. Apresenta uma proposta teórico-metodológica de investigação da representação
exercida por atores sociais nas instituições participativas, a partir da indicação de variáveis independentes para aferir a qualidade da representação em cada uma das três dimensões. Ao mesmo tempo, lança mão de dados secundários de pesquisas empíricas sobre duas instituições participativas: os conselhos municipais de saúde e os comitês de bacia hidrográfica, para destacar as diferenças entre essas instituições no que tange à
representação política.
Resumo
[en] The article analyzes participatory institutions in Brazil from the renewed lenses of the contemporary theory of political representation. Based on three analytical dimensions of political representation, namely, who represents, what is represented and how the representatives interact with the represented, the paper proposes a double movement. It presents a theoretical-methodological proposal of investigation of the representation exercised by social actors in the participatory institutions, by indicating independent
variables to evaluate the quality of representation in each of the three dimensions. At the same time, it uses secondary data from empirical research on two participatory institutions: municipal health councils and river basin committees, to highlight the differences between these institutions with regards to political representation.
