[pt] O presente estudo é resultado da pesquisa cujo debate versa sobre a interlocução entre as políticas de Assistência Social e de Direitos Humanos como estratégia de enfrentamento ao sub-registro civil. Deixa clara a violação aos direitos humanos, pois nega ao indivíduo o acesso aos direitos civis, políticos e sociais, uma vez que ter o registro de nascimento é pré-condição para reconhecer o existir. A pesquisa se deu no município de Belford Roxo, no período de 2014 a 2016. Permitiu, também, identificar que a vontade política e a relação federalista entre as esferas de governo são estratégicas na garantia de direitos.
Resumo
[en] The present study is the result of the research whose debate is about the interlocution between the policies of Social Assistance and Human Rights as a strategy of coping with civil sub-registration. It makes clear the violation of human rights, since it denies the individual access to civil, political and social rights, since having the birth register is a precondition for recognizing the existence. The research was carried out in the municipality of Belford Roxo, from 2014 to 2016. It also allowed to identify that the political will and the federalist relationship between the spheres of government are strategic in guaranteeing rights.
