[pt] O presente trabalho consiste em um estudo exploratório sobre as percepções e os comportamentos dos consumidores residenciais frente à introdução do sistema de bandeiras tarifárias na conta de energia elétrica. O objetivo do trabalho foi entender como os consumidores de energia elétrica perceberam a introdução do sistema e se isso provocou mudanças em seus comportamentos. A metodologia utilizada foi a qualitativa, tendo sido realizadas entrevistas semiestruturadas com consumidores residenciais de energia elétrica residentes na cidade do Rio de Janeiro. Os resultados indicam que os consumidores ainda não têm um conhecimento completo do funcionamento do regime e que nem todos procuraram mudar seus hábitos e usos de energia.

[en] This paper is a research of an exploratory study on the perceptions and behaviors of residential customers before the introduction of the system of tariff flags on the electric bill. The purpose of this paper was to understand how electricity consumers realized the introduction of the system and if that caused changes in their behavior. The methodology was qualitative and was carried out semi structured interviews with residential electricity consumers residing in the city of Rio de Janeiro. The results indicate that consumers still do not have a complete knowledge of the operation of the system and that not all sought to change their habits and energy use.
