[pt] Essa pesquisa aborda a produção do espaço urbano e a constituição do gênero. O objetivo é perceber como o regime regulatório sobre as mulheres na formação das cidades modernas se reatualiza, contemporaneamente, através de políticas urbanas voltadas para o planejamento estratégico, numa lógica de governamentalidade empresarial. No primeiro capítulo, apresenta-se um caso emblemático ocorrido em um histórico edifício de prostituição, na cidade de Niterói, em que dezenas de trabalhadoras sexuais foram expulsas, violentamente, depois de anunciada uma grande intervenção urbanística na área. Das inúmeras fontes utilizadas na reconstrução dessa história, destaca-se o depoimento de uma das mulheres expulsas do prédio. O segundo capítulo fará uma retomada dos discursos sobre o planejamento moderno, mostrando como os estudos médico científicos sobre o perigo da prostituição desembocaram em políticas de controle sobre a sexualidade das mulheres, ao passo que a própria concepção do espaço urbano como abstrato e neutro busca esvaziá-lo de desejo e afeto, atributos historicamente associados ao corpo feminino. Posteriormente, observa-se como isso é cotejado, atualmente, no contexto em que as cidades se tornam fontes de grande lucratividade e competem entre si por meio da introjeção de técnicas de gestão empresarial no planejamento urbano. O terceiro capítulo apresenta um panorama da luta do movimento organizado de prostitutas, sua agenda política e como o Estado tem respondido a isso, mostrando o impasse da concretização de reivindicações históricas em razão dessa lógica de gestão do espaço urbano.

[en] This research approaches the production of urban space and the constitution of gender. The goal is to understand how the regulatory regime on women in the formation of modern cities renews, contemporary, through urban policies for strategic planning, in a logic of governmentality business. The first chapter presents an emblematic case in a historic building of prostitution in the city of Niterói, where dozens of sex workers were expelled violently after announced a major urban intervention in the area. Of the many sources used in the reconstruction of this story, there is the testimony of one of the women expelled from the building. The second chapter will make a recapture of discourses on modern planning, showing how the medical-scientific studies about the danger of prostitution culminated in control policies on women s sexuality, while the conception of urban space as an abstract and neutral search emptying it of desire and affection, attributes historically associated with the female body. Later, we see how it is compared, currently, in the context in which cities become great sources of profitability and compete through the internalization of business management techniques in urban planning. The third chapter provides an overview of the struggle of organized movement of prostitutes, their political agenda and how the state has responded to this, showing the impasses of achieving historical claims due to the management logic of urban space.
