[pt] A crescente participação do Gás Natural na matriz energética brasileira leva a ANP aperfeiçoar normas e regulamentos, reeditar e criar novas portarias e resoluções sobre Gás Natural Liquefeito (GNL). A ANP utiliza a vasta literatura internacional, contemplando diretrizes, normas e regulamentações. A literatura internacional de GNL é diversificada, envolvendo de navios de produção offshore de GNL (FLNG) a navios metaneiros transoceânicos e de terminais de importação/exportação a unidades de regasificação para injeção do Gás Natural em malhas de gasodutos. Adicionalmente, há muitas partes envolvidas como agências governamentais, empreendedores, indústria, sociedades classificadoras, críticos e os interesses do público em geral. Para abordar todos os aspectos e assegurar nível adequado de segurança, é necessário usar as melhores práticas em cada uma das áreas individualmente: produção, transporte, plantas de liquefação, terminais criogênicos e unidades de regasificação. Para facilitar o entendimento da literatura disponível, este relatório apresenta uma visão panorâmica das normas e regulamentações, bem como considerações sobre como definir e aplicar os conceitos de zonas de exclusão e de segurança em torno de instalações de GNL. Apesenta também os aspectos prescritivos e de performance das regulamentações quando aplicadas ao GNL.

[en] The increased share of natural gas in the energy matrix of Brazil is leading the Brazilian Oil, Gas and Biofuels Agency (ANP) to improve its LNG facility standards and regulations, as well as to re-edit and create new resolutions. ANP benefits from a vast body of international literature including guidance documents, standards and regulations. The international LNG literature is diversified, involving from offshore production ships (FLNG) to LNG transoceanic carriers and from import/export cryogenic terminals to regasification units for injection of natural gas in pipeline networks. In addition, many interested players are involved including government agencies, developers, industry, classification societies, critics and the public in general. To address all facets and ensure an adequate level of safety, it is necessary to use the best practices in each of the individual areas: production, transportation, liquefaction plants, cryogenic terminals and regasification units. To facilitate the understanding of the available literature, this report presents an overview on standards and regulations, as well as insights on how to define and to apply the concepts of exclusion and safety zones around LNG installations. It also addresses prescriptive and performance-based aspects of regulations, as they apply to LNG.
