[pt] A partir da década de 1970 a problemática da logística na cadeia produtiva da soja no Centro-Oeste brasileiro ganhou relevância no cenário nacional. No início do ano 2000 o governo brasileiro expõe esta preocupação com o desenvolvimento de um plano estrutural que visava caracterizar as diversas possibilidades de ligações terrestres e fluviais entre o Brasil e os países importadores de seus produtos. Este plano foi lançado em 2001 e prevê uma reavaliação em 2015. Transcorrido exatamente a metade deste período, o presente trabalho objetiva analisar como o escoamento da soja produzida no estado do Mato Grosso tem se beneficiado deste plano. O trabalho procura identificar a importância do uso do modal ferroviário e dos avanços alcançados com a aplicação do plano sob o ponto de vista de membros da cadeia. Buscou-se também identificar os entraves ainda encontrados para o escoamento da soja produzida na região. A pesquisa tem caráter qualitativo, realizada a partir de dados secundários e entrevistas com diferentes elos da cadeia da soja. Revisando o conceito de logística e a sua aplicação para formar sistemas integrados de distribuição física, fica evidente a necessidade de se buscar modais alternativos para o escoamento da commodity. O modelo predominante do uso do transporte rodoviário mostra-se mais custoso e também apresenta vários entraves, devido às condições das rodovias brasileiras. Todavia, a implantação dos planos do governo federal, com a expansão do transporte ferroviário, ainda é incipiente.

[en] Since the 1970’s the logistics issues of soybean production chain in Brazilian central-west region began to display relevance on the national scene. In the beginning of the year 2000 the Brazilian government showed it’s concern by developing an structural plan aimed at characterizing the several possibilities for connecting Brazil to it’s importers by land and by rivers. This plan was launched in 2001 and predicts a reevaluation in 2015. Having passed exactly half this period, this paper intends to analyze how the transportation of the soybean produced in the state of Mato Grosso is benefiting form the plan. One goal is to identify the importance of railways and the advancements achieved by the implementation of the Brazilian government s plan from the perspective of the production chain actors. Furthermore, it was attempted to identify the barriers to the transportation of the region s production. The research has a qualitative nature, having been conducted with secondary data and interviews with different links from the production chain. A revision of the concept of logistics and its applicability in forming physical distribution patterns was endeavored and revealed the need to diversify the production s means of transportation. The predominant model of transportation by road is, not only more expensive, but also full of barriers in consequence of the lack of maintenance. Nevertheless, the implementation of the government plan, with the expansion of the railways, is still incipient.
