Resumo:
The expansion of militias in Brazil, in the context of the action of armed criminal groups usually referred to as organized crime, is a phenomenon that is a concern not only in the sphere of public security and criminal policy, but also for the democratic regime and the Brazilian State. Originating from extermination groups and death squads, which gained space among the repressive apparatus of the Brazilian civil-business-military dictatorship after the 1964 coup, the militias underwent changes over the years, adopting new strategies and tactics of territorial control and exploitation of illegal markets. Mainly characterized by the involvement of public agents, the militias were structured within the State itself, configuring themselves as a armed criminal group with political advantage, whose expansionist project is aimed at obtaining economic and political power. This thesis analyzes militia in Brazil from the case of Rio de Janeiro, seeking to offer contributions to the understanding of the phenomenon from its historical roots, through the debate on discourses on violence and organized crime, as well as the analysis of tactics adopted in the strategy of constant reinvention of the militias, even involving the formation of criminal alliances, highlighting the identifying characters of militias as a power project. In conclusion, it is argued that the militias do not fit the archetypes of conceptualization traditionally adopted on organized crime, notably given the characteristic high capacity for mutation of the tactics employed not as a parallel power, but structural to the State, which threatens the Brazilian democratic regime.
