Air transport activities must be inspected to ensure that safety levels and procedures are proceeding as expected, in Brazil this inspection activity is carried out by the National Civil Aviation Agency (ANAC). Several airports must be inspected in Brazil and in each of them a different inspection may be necessary, inspectors are allocated to different ANAC centers in different States and for the best use of public resources, it is important that the cost of this inspection activity is minimized, respecting the existing rules. In this sense, the master s dissertation will aim to develop a decision support tool, using a mathematical model, for the allocation of qualified agents to carry out inspection missions in Brazilian territory. Employees are located at ANAC centers in several cities in Brazil. The answer of interest is the definition of which employees will form the inspection team and the missions that each employee will participate in, with the objective of minimizing the cost of displacement of agents. The dissertation is of a quantitative nature and uses as a research tool the systematic review of literature and the elaboration of a mathematical model, as well as the elaboration of a heuristic for the construction of the initial solution. The model proposed in this work is multi-period, for biweekly operational planning, with allocation by period, of a team of multi-trained inspectors in activities. The modeling will be done in Julia using the JuMP package and the Gurobi and CPLEX solvers. No articles were found that addressed the characteristics and specificities of this work, thus, the development and use of the mathematical model will help the manager s decision process, with the optimization of available resources, allowing for cost optimization.
