The city of Teresina, one of the capitals with the lowest HDI in the Northeast and Brazil, is increasingly vulnerable to impacts of the global warming. Because of this, there is a pressing concern for reducing the effects of climatic variation on its territory and its population and for more appropriate ways to respond to these effects. This need is not exclusive to disadvantaged cities of developing countries, but that is where the efforts need to be bigger. Fortunately, there are strategies to be adopted in contemporary urban planning and design that can help in this regard. The local Agenda, for example, is an important tool to be used by society, companies and public managers. It is a process which are part various actors committed in tracing the paths considered priorities in steering the city to the Sustainable Development. However, to consistently fulfill their role, this document needs to be prepared under the principles of the resilient city. For many reasons, a lot of Agendas still need to be strengthened in this point, based, initially, on the identifications of its faults. This is the case of the current Agenda of Teresina, here according its contribution to urban resilience in the context of socio-environmental crisis.
