The technological evolution has provided huge improvement and innovation opportunities in the public procurement area. Driven by the results obtained in the private market and in the search of transparency, efficiency, and cost reduction, governments have developed and improved e-procurement systems and methodologies. In this context, it is paramount that the public administration could be capable to assess its purchase tools, both to allow comparison with other government s systems and to orientate the development of further improvements to reach better transparency and effectiveness in the field of public procurement. This research intends to evaluate the electronic government procurement system of Rio de Janeiro state, using a methodology employed by the Inter-American Network on Government Procurement (INGP) in order to identify the maturity level of procurement systems. Taking this conclusion as a benchmark, a comparison between the avaliation of Integrated Procurement Management System (SIGA in Portuguese) and other e-procurement systems belonging to Latin America and Caribbean countries will be presented, together with possible improvements so that this system can reach the highest level of maturity set by the methodology above mentioned.
