The current dissertation aims to analyze which are the impacts that public policies can produce in the affirmation of rights in the favelas located in the city of Rio de Janeiro. Especially, it will be investigated the consequences that the project called Unidades de Polícia Pacificadora (UPPs) are bringing to the places contemplated with the program. Even though it is announced as a great success, this public policy presents positive results in which concerns the reduction of firearms conflicts, but it is necessary to reflect more deeply, asking if the project repeats a logic of pacifying the chaos or if it intends to go on another direction. To this purpose, the work will be divided in three chapters, that will contain explanations and analyses about the three main basis in which this dissertation supports itself: the favelas, the public policies and the rights.
