Resumo:
The use of satellites, most of them in the geostationary satellite orbit - GSO, allowed for a big development in long distance communications and broadcasting. Since the GSO is limited resource, there is motivation for the development of a priori planning of the use of this resource so that access to the GSO is guaranteed to all countries. These a priori planning involve studies, analyses and modeling of the specific characteristics of the systems being planned, and the development of techniques and algorithms suitable for synthesizing the Plan. Techniques applicable to a given Plan depend directly on the type of service being planned and should consider and shall take into consideration the interferences generated and experienced by the systems in the Plan. The interference levels have to be adequate to allow for the joint operation of all systems in the Plan, and their calculation depends basically on the characteristics of the systems involved and on the problem geometry (orbital positions, earth station locations, antenna pointings, etc.). Within the International Telecommunication Union - ITU, the planning of several satellite services were developed by international radiocommunication conferences. Among them is the Broadcasting Satellite Service (BSS) Plan that is currently in appendices 30 and 30B of the Radio Regulations. Changes in the values of the plan technical parameters obviously have an impact on the interference environment of the Plan. Motivated by specific interests of the Brazilian administration, this work presents a precise analysis of the effect that changes in the technical parameters of the Brazilian allocations in the BSS Plan would have on the interferences generated and experienced by the systems in the Plan.
