This research aims to analyze different agents involved in implementation processes of social-educational measures of semi-liberty for adolescents with law conflicts in the city of Rio de Janeiro, acting in relation to the importance of those measures, its limits and possibilities. In such a way we let beside the empirical material collected in the fieldwork, realizing semi-structured interviews with professionals from the Child and Youth Court of the Justice Court of Rio de Janeiro State, of DEGASE (General Department of Social-Educational Actions) and Tutorial Board. Beyond the interviews, statistical dadas were collected from the Child and Youth Court and relative dadas about adolescents who fulfill measures of semi-liberty in one of the DEGASE units destinated to this purpose - a CRIAM (Center of Integrated Resources for Minor Assistance). The research results point out that adolescents who fulfill measures of semi-liberty, because of involvement in the practice of first criminal offenses, come from a background of serious social exclusion and show the absence of public politics destinated to the youth, specially for those who are in conflict with the law, young people invisible for society, who earn visibility commiting first criminal offenses. Some interviewees consider the importance of construction of an effective network for protection of the children, the adolescents and families as an indispensable factor to face the problematic of adolescents with law conflicts in our society.
