Resumo:
This study aimed to analyze the forced internal displacement of Calon Roma in the municipality of Resende, based on the group s relationship with the provision of territorial public policies that sought to ensure their rights, even after the process that led to the abrupt relocation of all members of the neighborhood. This was followed by the families in the municipality who, due to territorial disputes with drug trafficking, were forced into a migration process that revived the legendary keep them moving policy. To support our analyses, we relied methodologically on qualitative research, which began with a bibliographic and documentary survey, which allowed us to broaden our horizons regarding the topic and inform us of the legal and theoretical advances already produced on the topic. To expand our knowledge, we used direct listening, conducting interviews with representatives of sectoral policies in the territory, who systematically accompanied the families and experienced the day after the Roma s displacement. Through their narratives, we could understand the process that occurred. Besides forcing the displacement, it also led to the misalignment of Roma culture, as family members were forced to leave the city in search of protection from the process. The violence suffered by Roma families in Resende restructured our entire study, directing the analysis to understand the event through the category of forced internal displacement, which helped us understand the phenomenon as a serious human rights violation still little discussed nationally. It also impacted the subjects of our field research, who hurriedly fled the city. We sought to elucidate and document the events through the discourses of professionals who implemented the territorial public policies that served Roma families. We also emphasize that our thesis used the category of violence in its various facets to deepen the analysis of forced internal displacement and highlight the vulnerability and insecurity that Roma people still experience in Brazil. Forced internal displacement is a reality that affects millions of people around the world. It is a complex phenomenon with a significant social impact. Armed conflicts are one of the reasons for this displacement, particularly in Rio de Janeiro, where armed conflict stems from the territorial dominance of drug trafficking. However, unlike international displacement, these people remain within their own country, seeking refuge in other regions, often in precarious and vulnerable conditions and without any preparation to receive them. In addition to the difficulties that Roma families already experienced due to the stigma they suffer, the cruel displacement exacerbated numerous challenges, such as the loss of their homes, personal belongings, sources of income, access to basic services, and the disruption of their social and cultural networks. They also faced difficulties in obtaining adequate assistance in the municipality that received many of the families, due to the lack of specific public policies for their protection. The results found in the approaches carried out allowed us to identify that in the municipality of Resende, with regard to public policy of social protection, as well as the right to the city, the provision of services to these subjects occurred in a punctual, emergency and non-continuous manner. Therefore, in the face of the challenges produced by the violent reality that the Calon gypsy population suffered, we identified that they did not see support from public action, which highlighted the lack of social protection, pointing to the inefficiency of the State in guaranteeing the right to remain to this gypsy population.
